We have a tax notice on hand, an active ameli account, and we want to know if we can benefit from the Complémentaire santé solidaire (CSS). The online process takes about fifteen minutes, provided that we do not make mistakes regarding the resource period to declare or the documents to attach. Here’s how to proceed step by step, from the first click to receiving the certificate.
Resource period to declare for the CSS: the twelve-month trap
The first common mistake is to gather income from the last twelve calendar months. In reality, the period considered covers the twelve civil months preceding the penultimate month relative to the date of submission. For a request submitted in October, we therefore go back from December of the previous year to November of the following year, and not from October to September.
This nuance changes the game for workers with irregular incomes: a quarter of unemployment just before the request may not fall within the calculation window. Before filling out anything, we check the exact period displayed in the online form, as the ameli account specifies it from the early steps.
One point to keep in mind: we can apply for the complementary health solidarity on ameli without knowing in advance whether the plan will be free or require financial contribution. It is the CPAM that decides based on the household’s income level. The application process remains the same in both cases.
CSS application on the ameli account: concrete steps of the form
From the ameli account (website or mobile app), the section is found under “My procedures”. We select “Complémentaire santé solidaire” and then follow the guidance of the online form.
Documents to prepare before starting
Having everything on hand avoids having to save an incomplete file and return to it later. Here’s what to gather:
- A tax notice or a declaration of tax situation notice (ASDIR) for each member of the household concerned by the application.
- Proof of tax and social situation from any foreign country where one has resided during the twelve months of the reference period.
- The social security number of each person in the household to be included in the application (one application covers the entire household).
One application covers the entire household: spouses, children, and dependents. There is no need to submit a file for each person.
What the form asks step by step
The ameli account first displays the composition of the household as it knows it. We correct if necessary (recent birth, separation, additional dependent). Then, we declare the income of each member for the indicated period.

The income to declare includes salaries, allowances, pensions, and income from assets. Certain resources are not taken into account, such as specific social benefits. The online form guides this distinction, but in case of doubt, it is better to declare and let the CPAM adjust rather than omit an income.
Once the form is validated and the documents uploaded, the CPAM has a period of up to two months to process the file. We can track the progress directly from the ameli account.
Paper alternative and choice of the complementary organization
Not everyone is comfortable with the online process. The paper form “Application for Complementary Health Solidarity” can be downloaded from ameli.fr in PDF format. We print it, fill it out, and send it by postal mail to our primary health insurance fund, accompanied by the same documents.
We can also drop it off directly at a CPAM agency. The documents to provide are strictly identical to those of the online application: tax notice and proof of tax residence abroad if applicable.
Managing organization: a choice to make at the time of application
At the time of application, we choose the organization that will manage the complementary health coverage. Two options:
- The health insurance fund itself (management by the mandatory scheme).
- A complementary organization listed among the partners (mutual insurance, provident institution).
This choice does not affect the level of coverage, which remains the same. The difference lies in customer service and any additional services offered by the chosen complementary organization.
Renewal of the CSS: what changes according to status
The CSS is granted for one year. As the deadline approaches, the question of renewal arises. For the majority of beneficiaries, it is necessary to reapply with updated documents.
Renewal may be automatic in certain specific cases. Individuals receiving AAH (allocation for disabled adults) under certain conditions benefit from a renewal without further action. An extension of automatic renewal to ASS beneficiaries is planned from July 1, 2026, but eligibility depends on individual circumstances. Checking directly with one’s CPAM remains the most reliable reflex.
The certificate of rights, once the application is accepted or renewed, is available in the ameli account. Without an online account, it arrives by postal mail. This certificate serves to prove one’s rights to healthcare professionals and allows avoiding any upfront costs for the services covered by the scheme.
The point that often causes delays is the miscalculated resource period or a missing document that prolongs processing. Preparing one’s file by checking the income window displayed by the form is the best way to shorten the wait.
